Historical approaches to organizational change have tended to fall into two categories. 

 
Executive Mandate

The first is executive mandate, where leadership of a company decides on a change and directs the employees to conform.

Grass Roots Movement

Grass Roots Movement

The second category, which is less frequent, is the grass-roots movement, where the employees themselves see a need and come together to advocate for change.

Both of these approaches have their limitations. Executive mandate often achieves corporate compliance—with a human cost. Grass-roots organizing can achieve some degree of change. However, without senior leadership support, the chances are good that the employees will become exhausted and disillusioned. The change won’t get very far.
